Location: Academy of the Public Administration under the President of  the
Republic of Azerbaijan, Baku city, 74 Lermontov Street. 

Date:  05-06 December 2011.

Participants:  Representatives of the governmental organizations and local administration. The administrators and researchers  of the academies, institutions  and  research centers of  public administration here and abroad.

Purpose of the conference. Scientific  analysis of  reforms implemented by the public administration in the Republic of Azerbaijan,  the search for  opportunities for broader usage of the international experience. In the structure of the conference  it is planned to conduct an exchange of experience in the field of  preparation of personnel of the  civil service at education and research centers presented by the participants of the conference.

Section 1. Reforms in the sphere of public administration: Realities in the light of international experience.

Section 2.  Good Governance and new look to  civil servants training.

Topics planned to be discussed at the conference

• Public Administration of independent Azerbaijan: achievements and problems.
• Haydar Aliyev and reforms in the system of public administration of independent Azerbaijan.
• Purpose of the UN Millennium growth plan and good governance.
• Transparency in the activity of governmental organizations and civil servants,  elimination of corruption and conditions favoring corruption.
• Foreign countries experience , prospects of international cooperation.
• E-Government as modern technology within public administration
• Improvement of civil servants’  preparation system : new   approaches and modern technologies.
• Development of  civil servants' innovation potential, preparation for efficiency in the field of ICT and evaluation methods. 

Working languages of conference:Azerbaijani, English, Russian, Turkish.

Forms of participation:attendance and by correspondence.
The conference programme consists of plenary and section meetings.

Requirements on the format of the papers

• Maximum size of a paper - 3 pages. Pages should not  be numbered.
  Illustrative materials (pictures, schemes, diagrams) are not allowed.
• The tables should not be large.  Each table should have its own number and name.
• Font size -14
• Interval -1,5
• Color-auto(black)
• Scale-100%
• Space 20 mm (each part)
• The name of the author, initials and the city, country name should be written in the upper right corner of the page.
• The title of the thesis- in the center of the page, font size 14, bold, only first letters should be capital, others small.
• The indentations of the paragraphs should be 1,25 cm
• The deadline for the acceptance of the papers is November 25, 2011

• Literature footnotes are shown after quotes in square brackets, in quotes with page number.
• Footnotes shown with pages in several sources are separated with dot-comma
• The list of literature is arranged in the alphabetical order at the end of the text, separated with headings from the list of referenced literature at the beginning of the page.
• Literature in foreign languages are shown at the end of the list.
  All expenses will be covered by participants.
