With the aim of training specialists in public administration according to modern requirements, advancing their professional skills, organizing research work in the field of public administration and informational maintenance I enact herewith:
1. To establish the Academy of Public Administration under the President of the Republic of Azerbaijan on the basis of Baku Institute of Public Administration and Political Science.
2. The common administration over the activity of the Academy shall be intrusted to the executive personnel of the President of the Azerbaijan Republic, methodological administration – to the Ministry of Education of Azerbaijan.
3. To approve the Decree of the Academy of Public Administration under the President of the Azerbaijan Republic
4. To begin classes at the Academy of Public Administration from the 1-st of September, 1999.
5. To charge the Ministry of Education of the Azerbaijan Republic with the transference of the students studied in former Baki Institite of Social Administration and Politilogy to the appropriate state educational institutions.
6. Cabinet of Ministry of the Azerbaijan Republic shall settle the problems fallowing from this Decree up to the 1-st of September, 1999.
